Thomas became an auctioneer and Real Estate Agent c. 1904 after initially running a book and stationery store in View Street with his brother Edward. The Board was made up had 7 members 1 from the Government in Council, 3 from the City Council and 3 from the Shire of Victoria. After the functions of the lighthouse keepers ceased, the Lady Bay Assistant Lighthouse Keeper's Quarters, on the western side of the building, wererented out to the public as living quarters.The book is significant for its connection with the Heritage Listed Lady Bay Lighthouse Complex. It is also connected to the community of Warrnambool, and to the Warrnambool Harbour Board.Hard covered ledger book with bound pages and hand written entries. ... : mines receipt book rent 1936 imperial currency living costs 1936 ...Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The Ballarat School of Mines was established in 1870, the first of its kind in Australasia. It later became a part of the University of Ballarat , then Federation University Australia.A roll of microfilm containing digitised images of each page of the first four Ballarat School of Mines Minute Books. 26 October 1870 ... The originl intention of the founders of the School - as per resolution of the Mining Bord was to hold the School at the Mechanics Institite Ballaarat and to have special rooms in that building set apart for this purpose. The reasons for this was that the Mechanics Institute had already rooms which could be used for these purposes and the pupils had easy access to the Libary and Museum belonging to that instituions, but after more mature consideration it was deemed advisabke to establish an indpependent institution and obtain a seperate buidling for the School. His Honor J.W. Rogers suggested that an effort should be made to obtain from the Government a lease of teh Old Court House at a pepper corn rent. Financial record - Bank Transaction Book, Commercial Banking Company of Sydney Limited, before 1931
The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. Text on the fly page of the book is as follows – “The Commercial Banking Company of Sydney Limited with which is Amalgamated THE BANK OF VICTORIA LIMITED. Head Office – SYDNEY. Melbourne Office: 237 COLLINS STREET. BANKING Business of every description transacted. BRANCHES throughout VICTORIA, NEW SOUTH WALES and QUEENSLAND, and ADELAIDE BRANCH, SOUTH AUSTRALIA, and AGENCIES throughout AUSTRALASIA and NEW ZEALAND on which DRAFTS AND LETTERS OF CREDIT Are issued and also on LONDON BRANCH and AGENCIES in all the PRINCIPAL CITIES of the world. Telegraphic Remittances made, Bills Negotiated or Forwarded for Collection, Advances made, Deposits received, Current Accounts kept. FURTHER PARTICULARS ON APPLICATON. “ This bank transaction book is of local and state significance for its association with the Port of Warrnambool and the Warrnambool Harbour Board. The Warrnambool Harbour Board was the only board formed under the 1927 Harbour Boards Acts, even though other Victorian ports were eligible. The book is also significant as an example of bank records used by Australian and overseas branches of the Commercial Banking Company of Sydney Limited, and the Bank of Victoria Limited.Maroon coloured rectangular book with textured cover and cream coloured label attached. Label has a printed title on book plus hand written titles added in black and red. The corners of the book are rounded. The white pages have pre-printed text and lines. The first tape based talking book machine from the late 1950s, produced by Clarke & Smith, that allowed the listener to hear up to 20 hours of recordings. Although bulky (each tape cartridge alone weighed over 2 kgs), the MK1 was the first magnetic, multi-track tape produced and considered quite novel for it's time. The cartridge designed to be played on the Clarke & Smith MK1 Talking Book player came in it's own separate container. Each cartridge houses the complete mechanism, track change linkages, replay heads and tape spools, which are stacked on top of each other within the housing. When one track was finished, the user was required to lift the metal cassette, turn it over, and replace it on the turntable. The bulky cartridges were distributed by post or train in strong 'Globite' cases made with reinforced corners and strapped. The costs associated with talking book players were high and individuals/groups/service clubs were asked to sponsor a machine to help those who could not afford to buy or rent one. In this example, a plate attached to the lid indicates who raised the funds: "This talking book/is presented to you/by Tallimba Branch/ of CWA of NSW."Metal talking book machine housed in a brown wooden carry case. In 1894 the Victorian Braille Writers Association was established in order to create a braille lending library. Such an endeavor also meant a need of space for storage. At first the library was accommodated in the home of Mrs May Harrison before moving to the home of Mrs Dickinson two years later. Eventually, with the help of donors, a space was rented in the Block Arcade to house the 1300+ volumes it held and the yearly increase produced by its braille transcribers. Fortunately in 1918 the Trustees of the Edward Wilson Estate provided 4000 pounds to pay for a new building in Commercial Road. Despite some misgivings from the RVIB at the time, this building was home to both braille volumes and talking books (albums and cassettes) for many years.1 b/w photograph of people on a stageFree Lending Library for the Blind. This work forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. Together it forms the largest privately-donated collection within the archives of the Kew Historical Society.The house in Gladstone Street, Kew, rented by the family of Josiah Barnes until his death in 1921. The MDNS Sisters are packing their belongs ready to move from their current Nurses Home at 39 Victoria Parade, Collingwood to their new Nurses Home and Headquarters situated at 452 St Kilda Road, Melbourne, then known as 'Airlie'. From its founding in 1885 until 1891 the Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS) worked from their own homes which were located in the vicinity of their areas (districts). The Committee meetings were held at the Religious Tract Society rooms at Queen’s walk, off Swanston Street and then at the Library Room at the Melbourne Town Hall. The Annual General Meeting was held at the Town Hall. In November 1891 MDNS was able to rent a two story terraced house at 66 Cardigan Street, Carlton, at £65 a year, which contained accommodation for three Nurses and one pupil nurse as well as being used as their Headquarters. They left from their Nurses Home each morning and returned at the end of their shift to write up their book work before retiring for the day. Three years later they moved into a larger terraced house at 49 Drummond Street Carlton which was rented at ‘a very moderate rental’. There was a Board room, apartments for the Nurses and pupil nurse, a large dispensary which patients could attend each evening to have prescriptions signed and bottles refilled with ‘homely remedies’ and elixirs, which were administered for e.g. to Consumptive cases. Doctor’s prescriptions were filled at the Pharmacy. Cupboards containing donated blankets and bedclothes for needy patients were kept in this room, and it was here where the Nurses kept their nursing bags which were refilled at the end of each shift ready for any emergency and for the next day. A list of Doctors the Nurses could call was kept by the telephone. The home also had a kitchen where nourishing soup was made and distributed twice a week to the needy. Milk was also distributed when needed. In 1902 they moved into rented premises at 188 Leicester Street, Carlton and two years later, in 1904, to premises at 5 Royal Terrace, Nicholson Street, Fitzroy where they remained for ten years. In June 1914 at last the Society had sufficient funds to purchase their own terraced premises, ‘Floraston’ 39 Victoria Parade, Collingwood which was their Headquarters and Nurses Home. In 1926 the After-Care Home for recovering patients, (later called After-Care Hospital) was built by the Society next door, running from 41-47 Victoria Parade (became No. 45). There were now two divisions with the After Care having their owned Trained nurses (Sisters) and the District Division of Trained nurses (Sisters) who continued to live at No. 39. In November 1953 the Sisters working in the District Nursing Division moved into their new Headquarters and Nurses Home at 452 St. Kilda Road, Melbourne. In 1957 this Division changed its name to the Melbourne District Nursing Service when it separated from the After-Care Hospital. It was given Royal patronage in 1966 and became Royal District Nursing Service (RDNS). As it expanded, and now with Centres opening throughout the suburbs, the Nurses Home at 452 closed and those rooms used for administrative purposes. It now had outlying districts to service, and with a full fleet of District cars, the Sisters lived in their own homes and visited their closest District Centre each morning to collect their work for the day and returned there at the end of their community duties to do their administrative work. On April the 1st 1996 RDNS Head Office relocated to 31 Alma Road, St. Kilda. From Left to Right are Sisters Marianne Metcalf who is smiling and is holding a tennis racket and soft sided oblong travel bag which has two leather straps and handle in her right hand; it is resting on a closed case, which has two leather straps across the lid; this sits in front of her. Next is Gerda Oppenheim who is looking serious and has her right hand on the top of the lid of an open case in front of her, then Beryl Rowley, who is smiling and has her hands on a narrow white metal horizontal pole which has a vertical pole attached. A public appeal was made to raise funds for Melbourne District Nursing Society (MDNS) so motor cars could be purchased to assist their Trained nurses, known as 'Nurse' in those days, with their visits during the Spanish Influenza epidemic of 1919. With donations from businesses and individuals four cars were available within a month, and this photograph shows two of them In 1919 parked outside 'Floraston', 39 Victoria Parade, Collingwood, which was the first MDNS Headquarters and Nursing Home purchased by the Society. The MDNS uniform was a grey cotton frock with white collar, a grey coat with lapels, and a grey brimmed hat with a red Maltese cross in the centre of the hatband. District Nursing has had various modes of transport over the last 130 plus years. At first, from 1885 as Melbourne District Nursing Society (MDNS), the Nurses walked the streets and lane ways amid the slums of central Melbourne. As the Society expanded public transport was used, and bicycles were bought by the Society in 1903 and used in inner areas until 1945. During the Spanish flu epidemic, in 1919, MDNS appealed for assistance to procure Motor vehicles so the Nurses could visit an influx of cases. Through trusts, grants and donations four 'Ford 'T Model' cars were procured which enabled the Nurses to triple their visits. Through constant use the cars were in such a poor state they were sold in 1927. A Motor Auxiliary was formed in 1929 to take Trained nurses, now called 'Sisters' to patients, and some Sisters used their own cars; even a motorcycle was used by one Sister in 1933. Behind the cars the footpath and the metal spiked fence, with a square concrete columns at either end can be seen. '39' is near the top of the left hand column and a white oblong name plate is attached to the fence. On the far right of the photograph a wooden gate runs from the column. A dark name plate is attached with the words 'Patient Entrance' / - 'Melbourne District Nursing Society -/ For Nursing the Sick Poor'. Behind this are a row of shrubs forming a hedge and behind this the two storey terrace building with its three arched arcade veranda on the ground floor and three long widows on the top floor with a veranda with a metal scrolled safety rail. The building has a flat roof with a central raised section with 'Floraston', written in capital letters on it.
